Have you seen these things? They are usually set up outside new businesses to get a driver's attention. A rancher up here in Oregon is having problems with wolves killing his livestock, but he lives in an area where the wolves are protected by federal law and only non-lethal things can be used to keep them out. He got one of these to put out in a field to scare te wolves away.
